Bar Council Legal Aid Centre Kuala Lumpur (BCLAC KL)

The Bar Council Legal Aid Centre Kuala Lumpur (BCLAC KL) is committed to advancing access to justice by providing legal aid assistance to individuals who may otherwise face difficulties in obtaining legal representation.

Established pursuant to the objectives embodied under Section 42 of Legal Profession Act 1976 (LPA 1976), which recognises the role of the legal profession in assisting the public and facilitating access to justice, BCLACKL serves as part of the broader commitment of the Malaysian Bar towards public service and the administration of justice.

Supported by dedicated lawyers, pupil-in-chambers, and volunteer lawyers, BCLAC KL undertakes in providing legal and public interest initiatives, legal awareness campaigns, and community outreach efforts aimed at promoting greater understanding of legal rights and responsibilities.

BCLAC KL also provides opportunities for members of the legal profession to contribute through pro bono and community-focused legal work, in furtherance of the profession’s duty to uphold justice, fairness, and the rule of law.

What Does BCLAC KL Offer?

BCLAC KL provides assistance and support to members of the public through the following services:
Legal Representation

Providing volunteer lawyers to eligible individuals subject to BCLAC KL’s Scope of Services within Kuala Lumpur.

Legal Advice
Legal consultation and guidance on wide range of legal issues to help individuals better understand their rights and available options.
Community Outreach
Public legal education programmes, talks, and outreach initiatives to improve awareness of legal rights, responsibilities, and access to justice.
Pro Bono & Volunteering
Opportunities for lawyers, pupil-in-chambers, and volunteers to contribute towards community and public interest legal work.
Public Interest Initiatives
Support for initiatives and programmes that promote fairness, equality, and access to justice.

How to join as Volunteer Lawyer

To join the Bar Council Legal Aid Centre Kuala Lumpur (BCLAC KL) as a legal aid lawyer, you must be an Advocate and Solicitor of the High Court of Malaya with at least one (1) year of practice experience, hold a valid practising certificate, and be registered as a volunteer with the Bar Council Legal Aid Centre.

Credit

Each volunteer lawyer participating in BCLAC KL will be entitled to one (1) CPD point per completed file.

Charges

Eligibility for legal aid assistance will be assessed based on a means test. As a general guideline, assistance is typically provided to individuals whose monthly income (after deduction of monthly commitments) does not exceed RM800.00 for a single person or RM1,000.00 for a married couple. However, eligibility may still be considered on a case-to-case basis depending on the circumstances of the individual.
